
Cairo, 8th April 2025 — Held on April 7–8, 2025, during the official visit of President Emmanuel Macron, the French Egyptian symposium for academic and scientific cooperation marked a step forward in the strategic partnership between France and Egypt.
Organized by the Egyptian Ministry of Higher Education and Scientific Research and the French Embassy in Egypt, the event gathered more than 100 universities and research institutions, including around 40 French institutions, resulting in over 40 agreements in health, engineering, social sciences, tourism, and digital technologies.
On April 7, Mr. Philippe Baptiste and Dr. Ayman Ashour signed a joint declaration of intent, reaffirming commitment to excellence in higher education and research and highlighting cooperation results in training, research, and innovation, aligned with Egypt Vision 2030.
Nearly 70 projects are under study, including thirty French degree programs in Egypt and three branch campuses.
Université Française d’Égypte (UFE), with a new campus under construction, is scheduled to open in 2025–2026 and host 3,000 students by 2030.
Six months after the French Egyptian Assises for academic and scientific cooperation in April 2025, Dr. Ayman Ashour and Mr. Éric Chevallier hosted the Progress Update event on 15th October, highlighting progress with more than 80 French Egyptian academic projects underway, including around thirty French degree programs in Egypt and feasibility studies in medicine and engineering.
The French University in Egypt, which signed its consortium agreement during the Symposium, has launched new dual-degree programs for 2025 and is developing continuing education programs with the Egyptian business community, while the first cohort of the doctoral scholarship program, co-funded by both sides, will depart for France this year as part of a program funding 100 scholarships over five years.
The event also covered academic and scientific cooperation, including partnership models and French language teaching. The French Ambassador welcomed the scale-up driven by the French President’s visit, describing it as a strategic pillar of bilateral relations and highlighting more than 80 ongoing projects, alongside the “Choose France – Choisissez la France” student fair in Egypt, which gathered over twenty institutions and several thousand visitors, reflecting strong student mobility.
On February 5, 2026, CY Paris Cergy University hosted the Franco Egyptian Day of Scientific and University Cooperation, bringing together over 150 stakeholders from the higher education and research ecosystems of both countries, attended by Éléonore Caroit, Minister Delegate in charge of Francophonie, International Partnerships, and French Citizens Abroad, and Dr. Ayman Achour, former Egyptian Minister of Higher Education and Scientific Research. Co-organized with France Universités, Conférence des Directeurs des Ecoles Françaises d’Ingénieurs CEDFI, the Conférence des grandes écoles (CGE), and Campus France, the event showcased major university and research projects with a focus on innovation, highlighting that Egypt became Horizon Europe’s 21st associated country as of 2025, enabling French Egyptian research teams to access new opportunities for funding, collaboration, and joint innovation. The day underlined the progress of ongoing cooperation projects while giving new momentum to bilateral cooperation, particularly in research, and included a bilateral meeting between the two ministers on the sidelines of the event, where they reiterated their shared interest in maintaining and developing this dynamic cooperation.
